Content of Bunkering plan

  1.  Name of vessel
  2. Name of Bunker Barge
  3. Date 
  4. Port 
  5. Terminal \ Barge Name  
  6. Bunker Type : DO\HFO\LGMGO\LSFO
  7. Quantity : M3
  8. Stowage 
  9. Responsible officer: Name\ Rank
  10.  Bunker (density, viscosity, flash point etc.)
  11. Bunker Watch Keeper : Officer \ crew
  12. Engine Room watchkeeper: Officer \ Crew
  13.  Deck Watchkeeper :Officer \ rank
  14. Present \ Predicted Weather : Wind \ Swell\ Current
  15. Initial Ullage \Sounding
  16. Final Ullage \Sounding 
  17. Initial and Final UKC ( Under Keel Clearance)
  18. Stress ( Before and After Bunkering)
  19. Any ballasting \ De-ballasting has to be done
  20. No of samples to be taken.

Precautions 

  1. Tool box meeting should be conducted
  2. Risk Assessment should be done.
  3. Initial sounding of bunker barge should be taken.
  4. ISPS checklist should be complied with
  5. Personnel Transfer should be done safely
  6. Fender should be placed correctly to prevent any kind of damage. 
  7. Deck and Manifold Bunker should be properly illuminated.
  8. Smoking and Use of Mobile phone should not be done on deck and  near bunkering site. 
  9. Proper Inter-ship communication should be maintained
  10. Initial Bunkering rate should be low.
  11. It should be ensured that Bunker is going in correct tank.
  12. Only essential valves should be open.
  13. Adequate personnel should be present during bunkering operation.
  14. Scupper Plugs should be placed.
  15. SOPEP equipment should be standby (click here)
  16. Save all tray of bunker tank air pipe should be secured by bolt.
  17. LSA\FFA equipment should be standby.
  18. Frequent rounds should be taken on deck, near bunker manifold and unattended places.
  19. Bridge duty officer should Hoist Red Flag on main mast or Start Red Light on Main mast
  20. AIS and VHF Transmition\Reception Power  should be reduced to 1 Watt.
  21. MF\HF should be switched off 
  22. Procedure for Shut down in case of emergency should be discussed ( Primary \ Secondary)
  23. Crew should be  tending mooring (Forward and  Aft)
  24. Calibrated and working Pressure gauges should be fitted on both sides of Bunker Manifold
  25. Opposite side manifold valve should be shut
  26. Opposite side manifold blank nut and bolt should be tight.
  27. Rest Hour should be complied with
  28. Correct valve should be opened and should be rechecked
  29. In US, QI indiviual should be informed
  30. Port emergency contact details should be standby.
  31. Samples from manifold, line and tanks should be taken.
  32. List\ trim  should be checked and should corrected accordingly 
  33. Air blowing should be done after bunker quantity is received correctly.
  34. LOP should issued in required.
  35. Samples should be send for analysis before being used.
  36. Sample analysis report should be received and kept for record.
  37.  Timming should be recorded in log Book
  38. BDN should be received with correct details (click here)
  39. Entries should be made in ORB Part 1 (click here)
  40. Port should be informed about the bunker timming such as 1) Barge made fast along side 2) Hose Connected  3)  Start Bunkering   4) Stop Bunkering   5) Hose disconnect   6) Barge cast off.                                                                                                                        
  41. Mooring should be tended.
  42. Sounding by Manual means and by saab gauges should be compared.
  43. Sounding tape should be proper.
  44. Temperature of bunker should be checked. 
  45. Initial sounding of bunker barge should be taken.
  46. Proper entries in deck and engine room log book should be made. (click here)
