Checklist for Handing over \ Taking over of  Master

Handing Over and Taking Over is a critical thing for safe operation of ship.

A "officer or Cadet "should make a ship specific register so that your notes will be with you for future Use also.

As " OVERALL IN CHARGE" of a ship, Taking over Master can consider below points. 

  1. Charterer Party Requirement ( Print out\ softcopy in which folder)
  2. Important Folder and  files in computer (Location in computer)
  3. Copy of ship particular
  4. Vessel on Voyage or Time charterer
  5. Special instruction from Charterer or Owner
  6. What is the current Voyage Number
  7. Cargo onboard \ stowage
  8. Hold\ Tank cleaning (any instruction)
  9. Next Voyage (any instruction)
  10. Port rotation (if any)
  11. Passage Plan (if prepared)
  12.  Where are Folder of NOR, LOP  and Port Paper in computer.
  13. Cash Onboard
  14. Master locker ( Location and Pin)
  15. Keys (BNWAS, ODMES, VDR , Annex 1 overboard etc )
  16. Daily Reporting  (work done)
  17. Monthly and Quarterly Paper work  
  18. Password ( Master computer, CCR computer etc)
  19. Any defects in Bridge equipment (any Mail sent to company (date and to whom)).
  20. Crew Recreation ( Monthly amount and onboard money)
  21. Advance given if any 
  22. Bond Inventory
  23. Rest hours
  24. Stamp (How many and kept where) 
  25. Official Record book ( kept where) 
  26. Things \ documentation to do when crew sign on and sign off
  27. If any short forms used in emails ( what are those).
  28. How to raise CTM 
  29. Agent details for current port and next port 
  30. Any dispensation 
  31. Bond Inventory  
  32. What is the name of Marine Superintendent.
  33. What is the name of Technical Superintendent.
  34. How often superintendent has to visit the ship
  35. What is the name of Classification society
  36. Is vessel Dual Class (If Yes) : Name 
  37. In which folder updated OCIMF HVPQ kept

  2. Name of the files in which these document are filed.
  3. Was the vessel detained, if "yes" why and where is the record kept

Ship Certificates (click on me) and Initial Certificate (click here)

  1. How many certificate files are there.
  2. Is certificate file Index been maintained 
  3. Check that  all the statutory certificates should be in file and are valid for 6 months (annual and intermediate surveys are carried and endorsed as required).
  4. Check that all Mandatory, Class, Trading and other certificate are filed in Certificate file
  5.  Which all certificate will be expiring in next 6 months 
  6. Has Company been informed about the expiring Certificate (If yes when was email sent and to whom, follow up from company)
  7. Is Engine Room (Part I) is correctly completed and duly signed
  8. Cargo (Part II) Oil Record Books (ORBs) is correctly completed and duly signed
  9. Cargo Record Books is correctly completed and duly signed
  10. Check that
  1.  there is any disparity between the capacities/location of sludge and bilge tanks designated in Form B of the IOPP Certificate and those listed in the ORB Part I
  2.  If the disposal of engine room oily water or sludge to a cargo or slop tank has taken place, (recorded in both Oil Record Books, was the receiving tank free of cargo and have the transfer arrangements been approved by class)

  3. Next Dry dock (Due where and when)

Fresh Water

  1. Status of Fresh water
  2. How many Fresh water tanks 

Requisitions

  1. Status of Requisitions
  2. Requisition which will be coming on current port
  3. Procedure to raise requisition 
  4. Concerned person in office
  5. Vendor contact details

Provision

  1. Status of Provision
  2. How to order

Bunker

  1. Status of Bunker
  2. How to order
  3. Charterer Requirement
  4. Whom to contact in company for bunker(mail ID of Bunker Dept)
  5. Company requirement wrt Bunker Mixing
  6. Company requirement wrt Bunker (company requirement)
  7. Consumption in  Loaded\Ballast Passage, Loading\ Discharging , Heating, Tank cleaning, Inerting  

Documentation 

  1. Which  all documents to be sent to company after  every port (loading\discharging\bunkering\crew change )
  2. Which  all documents to be sent to Charterer after  every port (loading\discharging\bunkering )
  3. Which  all documents to be sent to agent after  every port (loading\discharging\bunkering\crew change )
  4. Scan documents in which folder.
