Handing over Taking over -Chief Mate

Checklist for Handing over \ Taking over of  Chief Mate 

Handing Over and Taking Over is a critical thing for safe operation of ship.

Crew management is one of the Greatest task for a chief mate .

A "officer or Cadet "should make a ship specific register so that your notes will be with you for future Use also.

Chief Mate should plan the work and Rest of crew member, cadet and Junior officer.

As " Chief Mate" of a ship, Taking over chief mate can consider below points. 

  1. Charterer Party Requirement ( Print out\ softcopy in which folder)
  2. Important Folder and  files in computer (Location in computer)
  3.  Copy of ship particular
  4. Vessel on Voyage or Time charterer
  5. Special instruction from Charterer or Owner
  6. What is the current Voyage Number
  7. Cargo onboard \ stowage
  8. Hold\ Tank cleaning (any instruction)
  9. Tank cleaning procedure (any software)
  10. Next Voyage (any instruction)
  11. Port rotation (if any)
  12.  Where are Folder of Ullage report, SOF, LOP, Last three cargo etc  in computer
  13. Keys ( ODMES, VDR , Annex 1 and 2 overboard etc )
  14. Daily Reporting  (work done)
  15. Monthly and Quarterly Paper work  
  16. Password ( CCR computer etc)
  17. Any defects in CCR equipment (any Mail sent to company (date and to whom))
  18.  Rest hours
  19. Stamp (How many and kept where) 
  20. If any short forms used in emails ( what are those)
  21.  Any dispensation 
  22. What is the name of Marine Superintendent \ Technical Superintendent 
  23. How often superintendent has to visit the ship
  24. What is the name of Classification society
  25. Is vessel Dual Class (If Yes) : Name 
  26. In which folder updated OCIMF HVPQ kept
  27. Draeger Tube (Inventory, location)

Log Book ( few logs to be maintained by chief mate)

Where log book are kept 

  1.  Cargo Record book 
  2. Oil Record Books (Part II) 
  3. Garbage Record book(Part I\Part II) 
  4. Ballast water handling log
  5. Mooring Log 
  6. Fresh water log
  7. Risk assessment 
  8. Permits 
  9. Enclose space log ( Gas check log)
  10. Voyage Log ( Temperature log \ IG pressure Log\Nitrogen log)
  11. Cargo samples Log
  12. Cargo Loading\ discharging plan\ tank cleaning plan \STS plan

Store inventory

  1. Previous updated inventory should be taken from outgoing Chief Mate
  2. Inventory should be checked again.
  3. Critical spares should be checked and if required requisition should be raised.

Equipment Calibration 

  1. Frequency of calibration (in SMS\PMS)
  2.  where are Calibration certificate kept (File with Chief mate)
  3. How to calibrate (manual)
  4. when is Next Calibration due (last done can be in log and PMS)
  5. Any defects ( Defect list, email to company)

 How to calibrate 

  1. ODME (Procedure and Key)
  2. Loadicator ( test files)
  3. PV valve ( test kit)
  4. PV breaker
  5. cargo line( test kit)
  6. IG line, Fire line,  Deck air line etc (Pipeline test kit)
  7. Winch brake test kit

Certificate and Records

  1. Certificate (File number, Location)
  2. When wire and rope need renewal ( company requirement and date due)
  3. Ballast\Cargo Tank \ Fresh water tank \ void space \ Cofferdam inspection  record kept where (company requirement and date due)
  4. Cargo hose (portable) last inspection
  5. Emergency cargo Pump ( location, Last tested)

  4. Lifeboat wire
  5. Crane wire ( Provision Crane, Midship Crane, Engine room crane)

Maintenance status 

Planned Maintenance system

  1. Cargo/ballast valves ( Manual\Hydraulic \Pneumatic \any defects \timing)
  2. Portable Hydraulic valve pump
  3. LSA\FFA ( Defects\ requisitions\ any equipment expiring)
  4. PV valve ( calibration equipment kept where)
  5. Non Return valve
  6. Mooring Winches (calibration equipment kept where) etc

  1. Dry dock defect list ( Folder and file kept where in computer)
  2. Last drydock (where and when)
  3. Next Dry dock (Due where and when)

Fresh water

  1. Status of Fresh water
  2. How many Fresh water tanks 
  3. Daily consumption at sea, during loading\discharging\tank cleaning

Requisitions

  1. Status of Requisitions
  2. Requisition which will be coming on current port
  3. Procedure to raise requisition

Documentation 

  1. Which  all documents to be sent to company after  every port (loading\discharging )
  2. Which  all documents to be sent to Charterer after  every port (loading\discharging )
  3. Scan documents in which folder.

Defect List  ( CCR, Deck, LSA\FFA, Navigation)

  1. In which folder and File in computer
